The Georgia Department of Community Affairs (DCA) has allocated over $6 million to assist homeowners affected by the tornadoes that struck in January 2023. The funds are being distributed through the Homeowner Rehabilitation and Reconstruction Program (HRRP), which aims to help eligible residents repair or rebuild their homes.
The HRRP is supported by federal Community Development Block Grant–Disaster Recovery (CDBG-DR) funds from the U.S. Department of Housing and Urban Development. It covers rehabilitation, reconstruction, replacement, and elevation for both traditional houses and manufactured homes damaged during the disaster.
Since its launch in May 2025, more than 300 surveys have been completed, with over 200 full applications submitted by impacted homeowners. Residents in eligible counties are encouraged to apply for assistance.
Homeowners can begin the process by completing a pre-application survey online at georgiahrrp.com or by calling 678-233-2590 during business hours. All affected homeowners are encouraged to fill out the survey, even if repairs have already been made or eligibility is uncertain. Those who have previously submitted a survey do not need to complete another one. After applicants go through the review process, DCA will determine their award amounts.
Eligibility requirements include owning and occupying the damaged home as a primary residence at the time of the disaster and maintaining ownership through final inspection. Applicants must also reside in one of several HUD-recognized disaster-declared counties—Butts, Henry, Jasper, Meriwether, Newton, Spalding, or Troup—and live in an eligible home type such as single-family homes, owner-occupied duplexes, mobile homes, or condominiums.
