Georgia DCA allocates $103 million for storm recovery homeowner program

The Georgia Department of Community Affairs (DCA) has allocated $103 million to the Homeowner Rehabilitation and Reconstruction Program (HRRP) to support homeowners affected by Hurricane Idalia, Tropical Storm Debby, and Hurricane Helene during 2023 and 2024. The HRRP was launched in July 2025, and since then more than 3,000 surveys have been completed with over 1,130 full applications submitted.

The program is funded by the U.S. Department of Housing and Urban Development through Community Development Block Grant–Disaster Recovery funds. It aims to restore homes damaged by storms through rehabilitation, reconstruction, replacement, or elevation of both traditionally built and manufactured homes.

Homeowners seeking assistance must first complete a pre-application survey online at georgiahrrp.com or by calling 678-233-2590 on weekdays between 8 a.m. and 5 p.m. All impacted homeowners are encouraged to participate in the survey process even if repairs are finished or eligibility is uncertain. Those who have already completed a survey do not need to resubmit.

To be eligible for assistance, applicants must have owned and occupied their damaged home as their primary residence during the disaster period and continue ownership through final inspection. The property must be located in one of the HUD-recognized disaster-declared counties and be an eligible housing type such as single-family homes, owner-occupied duplexes, mobile homes, or condominiums.

Eligible counties include Appling, Atkinson, Bacon, Ben Hill, Berrien, Brooks, Bryan, Bulloch, Burke, Candler, Chatham, Clinch, Coffee, Colquitt, Columbia, Cook, Effingham, Emanuel, Evans, Glynn, Jeff Davis, Jefferson, Jenkins, Johnson, Lanier, Laurens, Liberty, Lincoln, Long, Lowndes, McDuffie, Pierce, Richmond, Screven,Tattnall,Telfair,Tift ,Toombs,Treutlen ,Ware ,Washington ,Wayne ,Wheeler ,Wilkes .
